The Dominican crisis: tonight (Monday) Chile demanded that the United States end its ‘unilateral action’. The call came in a draft resolution submitted to the ministerial council of the Organization of American States (O.A.S.) earlier Russia and Cuba joined forces in the U.N. Security Council to demand the immediate withdrawal of United States forces from the strife-torn island.
The United States has replied by asking the Security Council to let the Organization of American States deal with the matter under the provisions of the U.N. charter. Meanwhile President Johnson has ordered another 4,500 American troops to Dominica, bringing the total American force to around 14,000.
Soon after their arrival members of the mission had a series of meetings with various intermediaries who are in contact with the leaders of the revolt. The mission’s most immediate problem is trying to ease the serious position of the wounded, sick and hungry – especially in rebel held areas. Rebel casualties are estimated at somewhere between 1-2,000 dead. So far, five United States troops have been killed, and more than 40 wounded. In a broadcast tonight (Monday) president Johnson said there were 1,500 bodies lying in the streets of San Domingo, bringing a severe threat of serious epidemics.
The Organization of American States Peace Mission has given its approval to United States action in opening up the 3-mile (4-8-km) supply corridor linking the central refugee zone with the airport, in order that urgently needed medicine and food can be brought in swiftly.
Apart from occasional sniping the city is now relatively quiet. A curfew is in force, and there are no lights.
(After two sessions tonight, the Organization of American States Ministerial Council adjourned until tomorrow without reaching agreement on the United States resolution asking for Latin American military or police forces for the Dominican Republic.)
