To enforce the call for a general strike in Santo Domingo, Dominican Communist groups sent young demonstrators into the streets where they spread garbage and other litter as acts of defiance against the Provisional government.
United States paratroopers were called into the streets to stop the disorders. These troops are under the direction of the Inter-American Peace Force of the Organisation of American States.
First the troops double-timed up the street to clear the area. Then they made some of the young demonstrators clear up the litter. Some of the paratroopers used bayonets to make the demonstrators clean up the mess they had created. Some of the demonstrators were roughed up by the troops and one of them was shot with pellets from a shotgun. He was given medical treatment on the curb for superficial wounds of the back.
While all this took place in the streets, crowds of Dominicans leaned out of second-story balconies and windows shouting abuse and and urging these below to disobey the orders from the troops.
Shortly after the shooting incident, the street became quiet. Most of the stores closed and put up their riot screens.
A general strike went into effect later that lasted two days.
